


Call for Proposals: Strengthening Access to Justice and Legal Empowerment in Albania
The United Nations Development Programme (UNDP), reaffirming its strong commitment to improving access to justice and promoting inclusive legal empowerment for marginalized communities and women in Albania, is pleased to announce a Call for Proposals from eligible non-governmental organizations (NGOs).
Background
Access to justice is a cornerstone of sustainable development, democratic governance, and human rights protection. In Albania, structural barriers such as limited legal awareness, socio-economic inequality, gender discrimination, and geographic isolation continue to prevent vulnerable populations—particularly women, minorities, persons with disabilities, and economically disadvantaged groups—from fully exercising their rights.
Through this Call for Proposals, UNDP seeks to partner with capable civil society organizations to design and implement innovative, community-driven, and rights-based interventions that strengthen legal empowerment and expand access to justice services for those most in need.
Objectives of the Call
The Call aims to support projects that:
Improve legal awareness and rights education among marginalized communities and women
Enhance access to legal aid and justice services, especially at the community level
Promote gender-responsive justice and the protection of women’s rights
Strengthen community-based mechanisms for dispute resolution and legal support
Support advocacy and policy dialogue for inclusive and equitable justice systems
Eligible Applicants
Applications are invited from:
Registered non-governmental organizations (NGOs) and civil society organizations
Organizations with proven experience in access to justice, human rights, gender equality, legal aid, or community empowerment
NGOs legally operating in Albania, with the capacity to implement projects in line with UNDP standards
Priority Focus Areas
Proposed initiatives may include, but are not limited to:
Legal literacy campaigns and rights awareness for women and vulnerable groups
Provision of free or low-cost legal aid and counseling
Capacity-building for community paralegals and legal advocates
Digital or innovative tools that improve access to justice
Partnerships with local authorities to strengthen inclusive justice delivery
Funding and Implementation
